Prev\u00e1\u017ena v\u00e4\u010d\u0161ina por\u00fach sa t\u00fdkala chybn\u00e9ho zateplovania a obnovy bytov\u00fdch domov (13), probl\u00e9my so strechami (11), podm\u00e1\u010danie a vlhnutie stavebn\u00fdch kon\u0161trukci\u00ed (4), havarijn\u00fd stav stavebn\u00fdch kon\u0161trukci\u00ed stavieb ako celku (7), nebezpe\u010dn\u00fd stav stavebn\u00fdch kon\u0161trukci\u00ed s ich mo\u017en\u00fdm kolapsom (5). V roku 2014 SASDARS pomohol v troch (3) pr\u00edpadoch, v roku 2015 jeden\u00e1s\u0165 pr\u00edpadov (14) a v roku 2016 dvadsa\u0165\u0161es\u0165 pr\u00edpadov (23)&#8230;<br \/>\n<\/span><\/p>\n<p><span style=\"color: #000000;\">Vzh\u013eadom na obmedzen\u00e9 kapacity partnerskej organiz\u00e1cie<\/span> <span style=\"color: #000000;\"><span style=\"color: #333399;\"><a style=\"color: #333399;\" href=\"http:\/\/www.sasdars.sk\">SASDARS<\/a><\/span><\/span> d\u0148a 1. 2. 2017 <span style=\"color: #000000;\">na\u0161a komora uzatvorila so SASDARS dohodu o spolupr\u00e1ci v oblasti odbornej pomoci a spolupr\u00e1ce pri posudzovan\u00ed poruchov\u00fdch stavieb. SASDARS s\u00fa\u010dasne od 1. 2. 2017 nebude vykon\u00e1va\u0165 poradenstvo v problematike stavebn\u00fdch konan\u00ed a v pr\u00e1vnych probl\u00e9moch v oblasti stavebn\u00edctva. T\u00fato problematiku preber\u00e1 na\u0161a komora od 10. febru\u00e1ra 2017.<\/span><\/p>\n<p>Na\u0161a komora od augusta roku 2016 \u00faspe\u0161ne pomohla v dvoch pr\u00edpadoch (2) aj v stavebn\u00fdch konaniach pri sporoch medzi stavebn\u00edkom a stavebn\u00fdm \u00faradom.\u00a0 V s\u00fa\u010dasnosti s\u00fa dva vo vysokom \u0161t\u00e1diu rozpracovanosti, v ktor\u00fdch sme zatia\u013e \u00faspe\u0161n\u00ed, preto\u017ee v oboch pr\u00edpadoch prokur\u00e1tori vzniesli protesty, ktor\u00fdch v\u00fdsledkom je zru\u0161enie protipr\u00e1vne &#8222;pr\u00e1voplatn\u00fdch&#8220; vydan\u00fdch stavebn\u00fdch povolen\u00ed. V jednom z nich na V\u00fdchodnom Slovensku prokur\u00e1tor preveruje mo\u017enos\u0165 obvinenia zo zneu\u017eitia pr\u00e1vomoci verejn\u00e9ho \u010dinite\u013ea.<\/p>\n<p>Dnes 3. 2. 2017 sme v r\u00e1mci pomoci SASDARS vykonali vstupn\u00fa obhliadku polyfunk\u010dn\u00e9ho domu, ktor\u00e9ho vlastn\u00edci a spr\u00e1vca maj\u00fa probl\u00e9my so zatekan\u00edm strechy a vlhnut\u00edm obvodov\u00e9ho muriva. Moment\u00e1lne na\u0161i odborn\u00edci pracuj\u00fa na posudzovan\u00ed \u010fal\u0161\u00edch mo\u017en\u00fdch d\u00f4sledkov a opatren\u00ed. Ist\u00e9 v\u0161ak je, \u017ee strop tejto novostavby je rizikov\u00fd a mus\u00ed by\u0165 prioritne rie\u0161en\u00fd. <\/span><\/p>\n<p><span style=\"color: #000000;\">Z\u00e1verom mus\u00edme kon\u0161tatova\u0165, \u017ee z n\u00e1\u0161ho poh\u013eadu, ale aj z m\u00e9di\u00ed neub\u00fadaj\u00fa chyby stavieb v\u0161etk\u00e9ho druhu. Naopak z\u00e1va\u017en\u00e9 chyby n\u00e1m st\u00e1le prib\u00fadaj\u00fa a nie len n\u00e1m ale aj s\u00fadnym znalcom ! Pr\u00ed\u010diny nie len my, ale aj \u00faradn\u00edci na stavebn\u00fdch \u00faradoch, vid\u00edme hlavne v problematickej projektovej pr\u00edprave a ch\u00fdbaj\u00facim vykon\u00e1vac\u00edm projektom. V\u00e4\u010d\u0161ina zahrani\u010dn\u00fdch investorov ich vy\u017eaduje bez oh\u013eadu na to \u010di im to n\u00e1\u0161 deformovan\u00fd z\u00e1kon prikazuje alebo nie.\u00a0 Ak prid\u00e1me k chybn\u00e9mu projektu, nekvalifikovan\u00fa mont\u00e1\u017e a vedenie stavby nedostato\u010dne znal\u00fdm stavbyved\u00facim(ob\u010das aj nestavb\u00e1rskym vzdelan\u00edm), potom k ne\u0161\u0165astiu nemus\u00ed by\u0165 \u010faleko. \u010cast\u00fdm probl\u00e9mom je, \u017ee mnoh\u00e9 stavby maj\u00fa stavebn\u00fd dozor len kv\u00f4li pe\u010diatke na dokladoch, a ke\u010f cel\u00fa stavbu vykon\u00e1va firma, pod\u013ea stavebn\u00e9ho z\u00e1kona nepotrebujete ani stavebn\u00fd dozor. Zl\u00e9 v\u0161ak je, ke\u010f aj stavebn\u00fd dozor na stavbu aj ob\u010das pr\u00edde, nem\u00f4\u017ee skontrolova\u0165 v\u0161etko. Tie\u017e nie je neobvykl\u00e9, \u017ee stavebn\u00fd dozor nem\u00e1 stavb\u00e1rske vzdelanie&#8230; Jeden z v\u00fdsledkov je na fotografi\u00e1ch najnov\u0161ieho pr\u00edpadu.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">Na\u0161a komora v novembri roku 2016 poslala ministerstvu dopravy a v\u00fdstavby 4 n\u00e1vrhy na rie\u0161enie pr\u00e1ve t\u00fdchto probl\u00e9mov. Ku dne\u0161n\u00e9mu d\u0148u n\u00e1m MDaV SR na ne v\u00f4bec nereagovalo.\u00a0 <\/span><\/p>\n<p><span style=\"color: #000000;\">TASR na\u0161u dodan\u00fa tla\u010dov\u00fa spr\u00e1vu zredukovalo len na ot\u00e1zku \u010di MDaV SR pripravuje nov\u00fd stavebn\u00fd z\u00e1kon, alebo nie s pozn\u00e1mkou, \u017ee spolupracuje len s relevant\u00fdmi odborn\u00edkmi. <\/span><\/p>\n<p><span style=\"color: #000000;\">Na\u0161a komora m\u00e1 vo veden\u00ed jedn\u00e9ho pr\u00e1vnika, jedn\u00e9ho informatika a ostatn\u00ed s\u00fa stavb\u00e1ri z praxe. Ko\u013eko relevantn\u00fdch stavb\u00e1rov z praxe m\u00e1 ministerstvo na ved\u00facich postoch po\u010dn\u00fac jeho \u0161\u00e9fom s tajomn\u00edkmi, riadite\u013emi a ostatn\u00fdmi \u00faradn\u00edkmi ?
