{"id":3985,"date":"2018-10-25T08:25:51","date_gmt":"2018-10-25T06:25:51","guid":{"rendered":"http:\/\/www.stavebnakomora.sk\/?p=3985"},"modified":"2018-12-02T08:32:52","modified_gmt":"2018-12-02T06:32:52","slug":"odborna-moralna-systemova-a-legislativna-kriza-slovenskeho-stavebnictva","status":"publish","type":"post","link":"https:\/\/www.stavebnakomora.sk\/?p=3985","title":{"rendered":"Odborn\u00e1, mor\u00e1lna, syst\u00e9mov\u00e1 a legislat\u00edvna kr\u00edza Slovensk\u00e9ho stavebn\u00edctva pretrv\u00e1va"},"content":{"rendered":"<p>Tla\u010dov\u00e1 spr\u00e1va zo d\u0148a 25.10.2018<\/p>\n<p>SKSR Stavebn\u00e1 komora Slovenskej republiky pri pr\u00edle\u017eitosti tretieho v\u00fdro\u010dia vys\u0165ahovania nebezpe\u010dnej polyfunk\u010dnej obytnej budovy Centroom v\u00a0Pie\u0161\u0165anoch (8.10.2015), sobot\u0148aj\u0161om zr\u00faten\u00ed zateplenia bytov\u00e9ho domu v Stupave a\u00a0v\u010deraj\u0161om zr\u00faten\u00ed e\u0161te neskolaudovan\u00e9ho nieko\u013ekotonov\u00e9ho pr\u00edstre\u0161ku v\u00a0\u0161kole vo Ve\u013ek\u00fdch \u00da\u013eanoch, upozor\u0148uje a\u00a0poukazuje\u00a0 na dlhotrvaj\u00faci nerie\u0161en\u00fd s\u00fa\u010dasn\u00fd stav stagn\u00e1cie odbornosti a\u00a0takmer \u00faplne ch\u00fdbaj\u00facej kontrole a\u00a0zodpovednosti v\u00a0celom procese stavebnej \u010dinnosti na Slovensku.<\/p>\n<p>Tento stav sa preuk\u00e1zal najviac n\u00e1rastom v\u00e1\u017enych kol\u00edzi\u00ed a hav\u00e1ri\u00ed stavieb hlavne po roku 2012 zr\u00faten\u00edm mostu aj s\u00a0\u013eudsk\u00fdmi obe\u0165ami pri obci Kurimanoch, hav\u00e1rie \u010dasti polyfunk\u010dnej stavby Trinity, \u00a0nieko\u013eko novostavieb rodinn\u00fdch domov, bytov\u00fdch a\u00a0administrat\u00edvnych budov s\u00a0vn\u00fatorn\u00fdm zdraviu nebezpe\u010dn\u00fdm hygienick\u00fdm prostred\u00edm sp\u00f4soben\u00fdm ples\u0148ami a sp\u00f3rami, nezvratn\u00e9 statick\u00e9 poruchy bytoviek po neodborn\u00fdch z\u00e1sahoch do kon\u0161trukci\u00ed panelov\u00fdch s\u00fastav, statick\u00e9 poruchy po neodbornej v\u00fdmene a\u00a0doplnen\u00ed \u010fal\u0161\u00edch v\u00fd\u0165ahov at\u010f., at\u010f.<\/p>\n<p>Stavebn\u00e1 komora Slovenskej republiky okrem in\u00fdch probl\u00e9mov v\u00a0syst\u00e9me stavebn\u00edctva vid\u00ed z\u00e1kladn\u00fd probl\u00e9m hlavne v\u00a0nestabilnej legislat\u00edve pre stavebn\u00edctvo. Najv\u00e4\u010d\u0161ie probl\u00e9my nastali po roku 1992 zru\u0161en\u00edm v\u00fdznamn\u00fdch predpisov t\u00fdkaj\u00facich sa obsahu, povinnost\u00ed a\u00a0zodpovednost\u00ed projektanta, majstra stavebnej v\u00fdroby, stavbyved\u00faceho, technick\u00e9ho dozoru a\u00a0ako aj stavebn\u00fdch \u00faradov bez n\u00e1hrady! Zostal len p\u00f4vodn\u00fd stavebn\u00fd z\u00e1kon \u010d. 50\/1976 Zb., ktor\u00fd pod z\u00e1mienkou prisp\u00f4sobovania eur\u00f3pskym krit\u00e9ri\u00e1m neust\u00e1le podlieha desiatkam nesyst\u00e9mov\u00fdch \u00fa\u010delov\u00fdch zmien a\u00a0hasenie probl\u00e9mov pre potreby r\u00f4znych developerov a\u00a0lobistick\u00fdch skup\u00edn. Podobn\u00e1 situ\u00e1cia je aj s\u00a0technick\u00fdmi normami, verejn\u00fdm obstar\u00e1van\u00edm a\u00a0pod.<\/p>\n<p>V\u00fdsledok je tak\u00fd, \u017ee pr\u00e1cu projektanta, resp. projekt po jeho vyhotoven\u00ed nikto nekontroluje, preto\u017ee u\u017e neexistuje z\u00e1konom predp\u00edsan\u00e1 v\u00fdstupn\u00e1 kontrola projektu a\u00a0vstupn\u00e1 kontrola projektu na strane zhotovite\u013ea stavby.<\/p>\n<p>Projekty by pod\u013ea stavebn\u00e9ho z\u00e1kona mali kontrolova\u0165 a\u00a0osved\u010dova\u0165 stavebn\u00e9 \u00farady, ale mnoh\u00e9 \u00farady s\u00fa person\u00e1lne \u2013 kapacitne poddimenzovan\u00e9 a\u00a0niekedy aj odborne neposta\u010duj\u00face. Toto je v\u0161ak v\u00fdsledok nedomyslenej zmeny kompetenci\u00ed stavebn\u00fdch \u00faradov od 1.1.2003.
